V-Cable Support. Marc, Gimme a check list please.

Hi Teksavvy employee's. My next door neighbour has a couple of apt buildings for students and he supplies them with internet via Teksavvy. Seems one of the internet connections (20 or 30-meg videotron cable) is giving him only 1-meg, per the students (wireless). So upon complaints, he called TSI and TSI wanted him to do tracerts, pings and whatever else. The guy (in his mid 70's) told me he drive to the building in question, spent over 30-minutes doing this stuff and it went no where. And with the running around he does he just doesn't have time to waste another 30-min on hold and 30-min doing tracerts (though I don't know why TSI would want tracerts for speed issues). So when he told me the story, i laughed and said, "Hey my wife knows Marc". Maybe I can give you a hand and see if it's the service or something else, and maybe Marc (or someone) can help toss someone at me (give me someone's email, since I won't reg here and use the other forum). He is all happy with that, so guess i'll bring a laptop and a wire to plug into the TSI cable modem. No clue what modem he has. So having said that, and before he just drops TSI, I said I would find the time sometime within the next week or so to go check it out. I don't know what's up with this requirement for tracerts and pings the old bugger was told he has to email them, but never know. So, can you toss me a check list of what you want and i'll send it off to whatever Email you give me sometime in a week or so? It's been at 1-meg for quite a few months now (I recall him complaining about 1-meg internet and funny service at TSI back in March). Also, not knowing which modem he has, is getting the cable modem signals straight forward? or is there a particular method to each modem? Login/password? If so, have a spot on your website someplace that shows it for the diff models you give out? For all I know it could just be his wireless router, but he went out and bought a new one when someone at TSI mentioned that could be the issue. It fixed nothing, but it could still be, who knows if it's wide open to all or not and 100 people jump on it. So, if you would be so kind: 1) Trouble shooting V-cable check list please. I want to do this only once and not return to the place. So please make it complete. 2) A contact of some kind. 3) Yeah of course i'll give you his info. But he gave up on this back around March it appears, I wouldn't ask him to run out across town to his buildings to do more pings. :p TY.
