Cable extremely limited, why do we not get refund for these times?

We cannot run our streaming set top box because the internet is so extremely slow and having issues. Called tech support and the machine even says there are outages and issues in Toronto, North York, Scarborough etc etc etc. Why do we get charged for these periods of no or very limited service? Usually, when you don't get what you paid for, you get a refund, but ISPs seem to think they are beyond this requirement. One of the best parts of this is when you do speak to a rep, they force you to jump through hoops to prove it's not an issue on your end despite the fact their own automated messages said they were having wide spread issues. It is very insulting to be treated like someone that cannot even remember something that was just said. As if we are barely sentient life forms that these companies are doing favours for.
