Why is Teksavvy DSL not considered fast enough for Youtube HD?

Indeed, this has been my experience with streaming overall. Now, YouTube claims to have servers in major cities to serve content faster, but still erroneously locates me in Toronto, a 500km+ error. Would this error confuse YouTube into assuming HD streams need to be served from Toronto, giving slow performance in the process? When looking at bandwidth usage loading a HD video, sometimes it takes about 400KBps (more than 4 times slower than my actual connection), sometimes more than 1.5MBps, and in neither case it seems to be enough for smooth playback. Is there a reason for this inconsistent performance, either not using full available bandwidth, or seemingly not having enough?
