[DSL] DSL dropping...

So, I recently got DSL with TekSavvy. I was told my building only supports a maximum of 16 mbit. Long story short, the speeds I get are fairly consistent, however, my DSL light drops at any given moment. I've contacted tech support, and they said they could get someone to look at the line, but if it's in the building, then I'll need to pay around 90 bucks for a diagnostic fee. I'm not sure why it's dropping the internet. However, when the DSL light drops, all of my clients (wireless or wired), can no longer access the modem through a browser. Is this the fault of the modem or should I ask for someone to come check the line?
