Earlier tonight I noticed that my connection was performing poorly. I was getting over 400ms ping times to Google from my router with high variance. I was also getting poor results when pinging the other end of the pppoe tunnel. I rebooted the modem (it had been a while) and restarted the pppoe session, which improved things but I still had this kind of a connection to google:

I went away and watched a movie and came back to this:

10 packets transmitted, 10 packets received, 0.0% packet loss
round-trip min/avg/max/stddev = 7.420/7.578/7.782/0.099 ms
I realize it's several orders of magnitude fewer packets in the sample, but that's what my connection usually looks like. Was there congestion on some of the links bringing the l2tp traffic in from Bell?
