Replacing aerial pole-->demarc twisted pair

So a friend is presently renovating an old house. It will soon be time to arrange for his TSI service to be transferred over from the current residence to the new house. He's presently on cable but I'm thinking, all things considered, that it's better to move him to the 25/10 DSL service. The issue is thus: at some point, the twisted pair run from the pole in the alleyway to the side of the house (and, in turn, the old demarc) was replaced with what appears to be Radio Shack-grade quad wire. I'm talking plain white, and it's pretty Red Green-esque (wrapped around a tree, etc.). I can only assume it was a DIY job by the previous owner, and I won't bother to speculate as to why on earth someone might have done this. But I suspect it's going to be necessary to have that aerial run replaced, which brings us to my question... Is it Bell's responsibility to ensure that the cable up to the demarc is in good repair? My understanding is that they will generally replace the demarcs themselves without too much fuss, but this is a notably larger job. I would obviously prefer to not incur any charges because of someone else's stupidity, but I have a feeling that it might be necessary to convince them that we didn't have anything to do with the present mess...and even then, they might believe us but charge us anyway. Does anyone have any experience with a situation like this?
