[DSL] Service level guarantee with DSL signup

Hi all, I need an internet connection for my new residence. I have the choice of Cable or DSL but would prefer dsl (25/10) for the static IP ability and general stability. Because of the age of the building I have no idea how old or in what condition the phone lines are in. there is significant up front cost associate with activation, modem etc so what kind of service satisfaction guarantee do I have. Obviously I know that it not likely to be 25/10 but if its much below 20/8 then I'm not sure if I should. The website tells me I qualify for 50/10 if that helps. I have asked around but everyone I've taked to here is on Cogeco (the building really pushes cable) The kickker is that Cogeco just ran all new cable from the street to every unit last week so I know cable is going to be solid Thanks for the opinions, any other suggestions are welcomed.
