Why are our available uploads speeds lagging so much?

I'm on a Cable 28/1 plan in Ontario, and discovered via Ookla that my upload speed is now considered feeble. http://www.netindex.com/upload/ Global Upload: 7.7 Mbps Canada Upload: 5.7 Mbps (53rd of 189 countries) Toronto Upload: 5.5Mbps (35th of 514 cities) Yet four of the five service levels I'm offered don't beat any of these averages (and the fifth is 150/10) There's also a ranking of the 54 ISPs in Toronto 1) Beanfield 73.73 Mbps (on fiber) 3) Cogeco 42.15 17) Bell 6.84 24) Rogers 4.45 36) TekSavvy 2.45 54) Avante 0.37 I've heard that the speed is available now, and has been for some time. However, the providers don't want to tip their hands as to what is possible and prefer to announce speed increases only when it suits them. What do you think?
