[Cable] Switching from local cable provider to TekSavvy

I have an active Internet connection with my local cable provider and am trying to switch to TekSavvy. I have signed up with TekSavvy and have their cable modem at home. Whenever I plug it in the cable modem reaches (what I have been told is) the provisioning stage. I have verified the modem MAC address and serial with TekSavvy. A tech from my local provider has visited once (with another visit scheduled for today). The first tech grumpily explained that there was nothing to be done as I currently had an active Internet connection and that TekSavvy was not provisioning the modem properly. I am getting frustrated as there seems to be a break down in communication somewhere. Either TekSavvy isn't provisioning th emodem properly (keep in mind that we have verified the modem's MAC and serial) or there is something missing from Shaw's end. Does anyone here have any advice as to how to get this switchover to happen? It seems to me that it should be as easy as someone flipping a switch (at either my local provider or TekSavvy). Any thoughts?
