[Cable] Ranging Response Retries exhausted...

I am not getting any internet service. I have dcm475 and the log screen indicates the problem is "Ranging Request Retries Exhausted". In addition, the main screen indicates that the modem is stuck on step 2 of 5 of "Ranging". What is "Ranging"? Is this most likely a RF issue, i.e. a problem with Rogers?
