[Cable] So slow in Etobicoke, can't take it

I have the 28/1 package. Just recently (I don't know maybe like a week or two ago?) the internet started getting really slow during 5~10pm on weekdays and all day on weekends. The problem is, the speed is so INCONSISTENT!! sometimes I do the test, I get 10mbps, sometimes I get 0.8 [att=1] When I try to stream a show online, I watch for 5 minutes fine, and then there's like a 1minute delay, and then fine for another 5 minutes, then 1 minute delay and so on. I know it's not the video host's problem because when I use my phone data (I mean, it's only hspa, it should be slower than my cable internet) I have NO problem watching it on my phone. I tried to call the teksavvy tech service but was on hold for like 40 mins and got tired so I hung up. I never really had any of these problems when I was with Rogers. Maybe I should consider going back. Cheaper prices don't really matter when you can't use the product. It's really frustrating and I was hoping that the server maintenance or whatever you guys were doing would've improved the problem, but no.
